The Forum of Ministers Responsible for Immigration (FMRI) met on June 23, 2026, to advance collaboration on the 2027–2029 Immigration Levels Plan and discuss federal–provincial–territorial (FPT) priorities. Ministers focused on returning immigration to sustainable levels while addressing regional, rural, and northern labour market needs, reinforcing key economic sectors, and supporting newcomer integration. This meeting signals how Canada plans to balance immigration with economic and demographic goals over the next three years, directly affecting applicants for permanent residence, Provincial Nominee Programs (PNPs), and temporary residents.
Key Outcomes for Immigration Applicants
Ministers agreed to stabilize permanent resident admissions to less than 1% of the total population beyond 2027 and reduce the temporary population to less than 5% by the end of 2027. This means overall immigration levels will remain controlled, but provinces and territories emphasized the need for stable and adequate PNP allocations to address their specific labour shortages. Provincial ministers requested more information on how PNP targets and allocations are set, which could lead to more predictable planning for applicants seeking nomination through PNPs or the Atlantic Immigration Program (AIP).
