The Government of Canada has announced new regulations to strengthen oversight of immigration and citizenship consultants, aiming to protect applicants from dishonest representatives and improve service quality. These measures, effective July 15, 2026, reinforce the role of the College of Immigration and Citizenship Consultants and apply to anyone seeking immigration or citizenship advice, including those preparing for French exams like TEF Canada or TCF Canada for Express Entry.
What the New Regulations Do
On May 6, 2026, Immigration Minister Lena Metlege Diab announced regulations that enhance the College's ability to regulate consultants. The College, established in 2021, is entirely funded by licensee fees and does not receive government funding. The new rules provide stronger tools to ensure consultants meet high professional standards, making services more reliable, transparent, and accountable.
These regulations were first published in draft form in the Canada Gazette on December 21, 2024, allowing stakeholders to review and provide feedback before finalization. They take effect on July 15, 2026.
