The Second Language Evaluation (SLE) is the Government of Canada's official test of second-official-language ability, administered by the Public Service Commission for bilingual federal positions. It has three components — reading comprehension, written expression, and an oral language assessment — each rated level A, B, or C.
Test of Reading Comprehension (multiple choice), Test of Written Expression (multiple choice — recognising correct written French, not essay writing), and the Oral Language Assessment (a live conversation-based test of speaking and listening).
Each skill is rated A (basic), B (intermediate), or C (advanced); E means permanent exemption. Bilingual positions list a three-letter profile in reading-writing-oral order: BBB is the most common, CBC is standard for supervisory roles.
Since June 2019, SLE results no longer expire — they remain valid indefinitely unless a department requires a retest or a newer result supersedes them.
The SLE is an employment test used only inside the federal public service. TEF Canada and TCF Canada are immigration exams scored on the NCLC/CLB scale — neither substitutes for the other.
